Can anyone say why JVC would be grounding the RF modulator and AV ports
(SCART connectors) to the video decks metal case?
Would performance be any better if this ground system were defeated?

Are you saying they are grounded or do you mean they are connected to the
metal work of the VCR. They are connected together so you don't get a
voltage difference between them. They are also (probably) floating somewhere
around 100 volts depending on the PSU design of the video, unless it has a
three wire plug on and I don't think any domestic VCRs have nowadays.
Performance is not likely to be any better with the metal parts seperated,
not that I can see anyway.
