Is this water?

    The pin here which pulls in a relay, looks to have been tracing accross the next pin. (near screw hole)
    Does this usually suggest water on the board?

    Its not pulling the relay anymore, it comes from a chip with no markings.

    It's possible, but I think unlikely in this case.
    Those are re-worked solder connections, so somebody had been working this board for repair once already.
    Whatever problem you're seeing with your relay connection now, is something somebody else already repaired, or
    tried to repair before. I don't think you have a board problem. I think you have a relay/relay circuit problem.

    just use an old toothbrush to brush off any residue like that
