Is this an inductor?

I'm trying to test a few components and this one is marked 393JM which should be an inductor according to the data sheet but I can't find an image of this on line.
Can anyone confirm the identity?

The "flat structure " and color look more like a polyester capacitor.

I agree that it looks like a capacitor but I don't see any value for it.

Don't you got a multimeter? You can measure it easily. Be careful of other components in //

Most probably a 39nF/250V capacitor.
The 393 is the value =39000pF=39nF.

If by that you mean the meter showed open circuit then the component is most likely a 39nF capacitor.
