is it possible to measure the magnetic flux / magnetic field from a laser? If so what type of equipment would I need?

At the dimensions where such measurements would be useful to know you'd
be working in a big physics lab, measuring really tiny things. You'll
get a much more accurate measure by measuring the level of coherence and
the intensity of the light, and calculating the magnetic field strength.

Do you need to implement control loops in software?
"Applied Control Theory for Embedded Systems" gives you just what it says.
