Is a blown fuse the same as an absent fuse?

    In the context of an electronic circuit board, is a blown fuse exactly the same as no fuse at all? I mean, if a circuit board already contains a blown fuse and you cut it out does that change anything?

    A blown fuse is open circuit. If you remove the fuse from the fuseholder, or remove it from the board, nothing changes electrically.
