    How to measure IR carrier frequency???

    Use an oscilloscope or frequency counter connected across the IR transmitter.

    Program for what? An oscilloscope and a frequency counter are pieces of test equipment, not apps. To determine the freequency of an IR system, you have to either have an optical detector that you can measure, or measure the signal going to the emitter.

    Are you taking about an IR remote for a TV or other consumer electronics product? If so, you can find the frequency and protocol used by model number online.

    Measure the wavelength and divide that into the velocity of light.

    If by 'carrier' he means the IR itself then yes. There's been no mention of anything else, e.g.a 38kHz modulation, itself pulsed.
