There usually is a datasheet that also explains how to program
whatever part. Meaning it enables you create your own programmer
for the part in question.
If not, have a look at the device family datasheet.

This is rarely true for programmable logic parts (except ISP ones), specs can be somewhat hard to
come by.

Not possible.
Anything you build to load the program is by definition a gal programmer.

Back in the early days, the progarmming algorithms were published in
the databooks. The National PAL databook from 1982 contains such info.
I expect this was a support nightmare, cause they soon stopped
publishing the data.

Be aware that different vendors and different versions of the same part
had different programming algorithms.

You'd get more targeted answers if you disclosed the actual vendor and
part number.

Won't happen. GALs, and other PLDs, are not at all like memory
devices in their programming algorithms. Exceedingly complex, and very
finicky about programming waveform shape and timing. To make matters
worse, programming algorithms for some PLDs can change in less than a
week, depending on if the device's manufacturer decided to "improve"
something.

In short, you need the proper programmer. Period. I offer
programming services, if you have the JEDEC file that you need to
program in. I can also supply the actual parts if it's not something
that's been discontinued.
