A potentiometer is very basically a potential divider, with a center wiper providing the variable resistance between wiper and the end points.
The resistance between the end points does not vary, and is called the resistance 'value' of the component, usually with a tolerance of ± a certain percentage.
'Pots' are also rated with a maximum wattage rating, which must not be exceeded, as with any resistor.
