How to program Gem-p3200 for local report only

Some one please help. I have a Gem-p3200 version 8. Can it be programed to local report only? I do not subscribe to a monitor service company. When the panel alarms in and it fails to connect to a monitor service company it goes into sys. comm. tbl. Is there a way to make it alarm local only.
