Currently , I am using a 9V battery and it is being regulated to 5V to supply my ICs. I am using 14 ICs including 555 timer. I have a problem where I connect 2 and more ICs (full adder and etc.), The LEDs that connect to the output of the ICs get dimmer and dimmer and eventually, no light.

How do I solve this issue?

You need a power supply capable of delivering more current. For portable use, maybe 6 or 8 AA batteries in a holder or for stationary use, a surplus 5V cell phone charger bypassing the regulator or a 9V plug in power supply (wall wart) would work.

Remember that all those components connected in parallel form a current divider on your power supply and their demands can add up to amounts that exceed the current sourcing capability of a small 9V battery quite quickly.
