I'm trying to drain a a large can cap 60 uf and 80 uf on a 1974 Sunn Model T Guitar Amp. Two
pins, of equal length, stick out of the bottom inside the chassis, but which one is negative? Wondering if it's polarized.

How should I go about draining this cap?

    Thanks!!!

Yes, it's polarized, negative to chassis, so at least one of its pins (both are positive) needs to be shorted to chassis. Keep it shorted for at least 10 seconds.
If you use some resistance in the shorting wire you won't get any sparks flying.
