How this inverter works?

I've found this inverter

but i have some doubts how it works....
For example, when this circuit is turned on, if input voltage is high,
PF1 and NB1 are off. NP1 is in strong inversion configuration but
drain (collector) node is floating (output voltage is undefined), so
current between collector-base isn't present...what's wrong?
Looks more like a dynamic braking on the NF1 and NB2. the regen from
the attached DC motor will generate (+) voltage as it spins down and
thus this circuit can brake it faster.

Just a guess ... Or...
it could be a DC output of a voltage supply system where this circuit
is being used to discharge the output when voltage drops via the NB1..


Another guess, But I'll go with my first guess.
