Well, you see plenty of FM receivers - so there's a pretty good chance
someone knows how to build them.

Yes, lots of people here know how.

You need to explain what kind of FM radio you have in mind. If you have
technical specifications, that would help a lot. If not, then what FM
signals do you wish to tune in, and what is the frequency or range of
frequencies to be received? Is this to be a high quality receiver, or just
something to show you can do it?

Have you googled for "FM receiver schematic?"

If you have any test equipment, what kind?

And where's somebody supposed to find a TDA7000 at this point? It must
be at least 20 years old.

The poster would be better off buying one of those 99cent FM radios with
the scan and reset buttons, and using the IC out of there, which is a
descendant of the TDA7000, I think the TDA7088 but I'm too lazy to
look for old posts of mine where I did mention what's inside. Extract
the IC, and build away.

Of course, this doesn't address the vague question, since "FM
receiver" only defines what kind of modulation they want to receive,
not frequency range or deviation.

May be you're right. The last time I got this chip (may be a year or
2 ago) from here

and it looks like they're still offering the chip at RM6.50 (US$1.80)
and it comes with a free socket. As you've said, the chips are so old
that the pins are all oxidized and can't be soldered well.
