Actually, the current the specify when specifying Vgs(th) IS the load current. It is just at a level that is not useful, it is the level where it is just starting to turn on. This would be an important parameter if you were using the MOSFET in the linear region (partially on), which is almost never done.

To determine if a MOSFET is fully on, look at the Vgs they use when specify the Rdson. If this is 4V or less you can count on the on resistance specified. To determine the power dissipation, use I*I*R where I is your load current and R is the rdson. You should be able to find one that will dissipate < 1/2 W and needs no heat sink.
