i wondering what is the different between dc operation hid ballast and ac hid ballast...

As stated an inductor (reactive ballast) is used to reduce the energy loss. If you operate an inductor with AC this works well. If you use an inductor with DC, this doesn't work at all. Only the resistive part of the inductor will be available as ballast. this is much less than the AC impedance. In fact, it is almost a short circuit.
