Does anyone know of a hardware (semiconductor) MP3 encoder? Or even a maybe
a PIC MPU can be programmed to do the job?

Cool idea, you could perhaps take open source lame encoder, strip essential part
an prog in PIC?
40MHz enough? Not sure.
I have heard about an Altera FPGA project.

Well, yes, with enough external RAM and ROM, and a couple of years
per.
