If I win, and don't pay, and get negative feedback for not paying, should I
respond with negative feedback because I got nothing?

Nah, you can only complain if he actually sends something. That was
not part of the deal.

Of course, you can always resell 'it' on Ebay. If he has more
of 'nothing' he can also hand out those second chance offers ;)
