Graphics card doesn't start at first time, please help me.

Hi al,
I have trouble with my graphics card, it doesn't start at first time. For
example when I turn on a computer I don't see picture at a monitor (black
screen, and green light in the monitor) but when I turn off the computer and
turn on once more then it's working fine.
If I will turn on the computer about 1-2 min. after turn off, it's not working
again.

[Informations]
Graphics card: GV-85000A-000 (RADEON 8500 powered by ATI)
RAM: 64 MB (128bit) (Samsung DDR 4ns)
Frequency: 250/200

My computers is working properly (excluding radeon) !
My power supply is OK (it's Chieftec)
The card was tested in other computers !

[What I was doing:]
- I replaced most of capacitors
- I tested a voltage on memory VDD is 3.3V (everytime) , but VDQ is 1.9V (at
first time) and 2.5V(at second). I found chip which givning voltage by mosfet
(it's RT9203) but i don't have this part to replace it.
- I tested other elements of this graphics board. (but I didn't find anything)

If anyone know what is to be done to repair it, please reply me !
On this card I found chip: 11EF8HK ACT86, I don't know what it is ?
The mark on this chip is similar (or exactly the same) as to Texas Instruments.

P.S. I don't be familiar with electronics and I sorry for my english.

Seems like the motherboard, what is it ? I mean is it a P3, Athlon or what ?
You might be better off replacing it, and possibly upgrade at the same time.

Be aware though, if you now have a P3 or regular Athlon, upgrading to an XP or
a P4 really needs about a 400 watt PS, so check the chieftec to see if it's up
to it.

The only other thing is that voltage that's 1.9 when it doesn't work and 2.5
when it does. That radeon, is it 4X, 8X or AGP pro ? My guess is 8X, now the MB
sets the voltage usually without jumpers, so it may be detecting it wrong. You
might be able to go into BIOS and force it to use the voltage and setting for
the Radeon. Might work, might not, but it should be worth a shot.

BTW, about your "poor english", if you go to an inner city convenience store in
this country speaking perfect english, some people won't understand what you're
saying !, I sure can't understand a good percentage of them !

Anyway, you should also go to the ATI website and see if there is a
compatability issue with your MB, and or if there is a fix. This type of fix
would probably be a BIOS upgrade for either the MB or the Radeon, in either
case if you do it follow their instructions TO THE LETTER. Make sure you know
what you're doing and I recommend you use a UPS (uninteruptible power supply)
during the process or you might be left with junk.

I forgot to say that this card was working properly some time. Before now I had
badly power supply (only 300W Codegen).
I was testing this card in others computers, and it didn't work properly.

It's AGP 4X and I'm trying change setting into the BIOS and nothing :(

By a new video card. These thinks are complicated at the best of
times, add to the fact that you are unlikely to be able to afford
spares, if available at all.
