Gateway Destination monitor acting up when powered on

My Destination 31" monitor has developed a problem over the last month.
The last thing I did inside it was refresh the solder joints on the
VGA connector because the monitor was not coming out of power saving
mode and the connector seemed loose. That problem was solved and it
worked fine for another month or two, but now whenever it either comes
out of power save or is turned on from power down, I experience a very
odd effect where the monitor's focus drops out for a split second and it
makes a sound like a television set being turned off, but it only lasts
for about 1/4 or less of a second.
Once the monitor has been on for about 20-30 minutes, the problem is
gone with very spontaneous and comparatively minor exceptions. I have
no idea how to describe it more accurately but it is bugging me to death.
Any suggestions on what to check?

Check the ESR of all the capacitors in the power supply and scan
circuits. An ESR meter will be required. Change any caps that are out of
specs. This is only the start.
