Frequency and limit of EMC standards

    I am wondering on what basis does the EMC standards specified. Lets
    take conducted EMI standard CISPR 22. On what basis is the frequency
    range and the limit values specified. If anyone has some information
    or documents/links showing some light on it, appreciate if you can let
    me know.

    By committees of people with experience in the field. Presumably drawing
    on real world experience. I have seen them foul up though. The original
    release of IEC1000-3-2 was a classic example and the only one I've known
    to be suddenly unavailable after we'd already bought a copy ! It was such
    a serious concern that the EN version of it had to have certain exclusion
    clauses that made it differ from the IEC document. It just so happens I
    was one of the first to point out the problem to the trade association we
    were a member of.
