Finally, I found what I was looking for (I hope).
I found a PAR38 CFL, which looks and feels exactly like a real halogen PAR38
(it can fit into all existing PAR38 track fixtures).
Apparently it uses a heavy duty pearl glass , and it has the same shape,
length, and width. It is about 25Watt (or 23W, not sure). and according to
the company (Turolight), it provides 1300 Lumens. I called them, and they
have mentioned that they will have a PAR30 version soon.
Does anyone know the lumen output of a real 90W PAR38 halogen?
They have mentioned that with the CFL we can't get the exact spot, but this
is as close as it gets with CFL technology today ( and it is brighter the a
halogen PAR38???). I have requested a sample from them, so I will update
when I see it with my own eyes.
