I got the last of the parts a few days ago, and assembled it on a breadboard. I think the capacitance caused by the strips is causing it to oscillate because the loudest sound coming out of the speaker is a "brbrbrbrbrbrbbrbrb" sound. Moving near the board causes the buzzing to change frequency. However, if I listen closely, I can hear radio static underneath the buzzing. Is this a sign of success? Should I go ahead and assemble it on a stripboard where I shouldn't have any problems with unwanted capacitance?

See if you can join up with the local radio hams, who might be quite enthusiastic about helping you get started in this. They'll have test gear, experience, and are a likely source of long-legged parts.
