Fluke 8600A will not show zero on low VDC ranges

three Fluke 8600A multimeters will not show zero volts when
measuring
VDC
on the lower ranges. On the 200mV range it slowly increments
until it overranges. With shorted inputs, it is close to zero, about 0.5
to
3 mV,
but never zero.

All suggestions more than welcome.

The slow incrementing sounds like a charging capacitor, My guess is you
have a open resistor or bad solder connection that is allowing a cap to
charge and now your dc voltages in the meter are not what they should be.
You might want to send it into Fluke. You can have a peek inside if you
want, heat up the solder connections on the circuit board, look for open or
burnt circuit traces...
