This chassis has F2PIP module.
Picture looks fine except there's horizontal wide band that is not
same brightness no matter what PIP is on or off. The PIP is in same
height as band's and band moves with the PIP.
Fix: one end of C18121 was not connected off the pin 23 of U18100.
This is ironically an reset pin via 100K ohm resistor to this 3.3V
supply. That cap sits between this and ground.
That's gastly strange to get a band distortion instead of locked up
PIP IC. odd.
Set was in previously for other reason and found blown Q14107.
