Between the load screws the is a bar with 5 screws in it. I put a continuity tester on the load screw and the bar and they are not connected. What is this bar used for?\

I guess we need to know more about the bar itself.
Are the five screws simply hold-down mounts for the bar itself?
I would suppose that's the reason for the electrical isolation from the bar.
Is there some other electrical connection to the bar, maybe even direct contact with electrical connections underneath the bar?

This is a bar for any neutrals that may be used, these are not switched.

Well then, Minder has the answer.
There is no continuity between the mounting screws and the bar, for isolation.
The bar is a common connection point for the neutrals.
