Does a device wot consists of an enclosure with internal RF
transmitter(s) and receiver(s), but not intended to radiate outside of
the enclosure (and reasonably shielded to prevent very much of that
from happening) fall under FCC Part 15 Subpart B? or is it under
Subpart C?

Sounds like an "unintentional radiator" to me.

generates radio frequency energy for use within the
device, or that sends radio frequency signals by
