Electronic Rice Cooker - Commercial use

so my restaurant's rice cooker crapped out on me and I was wondering, can you guys tell me what this is? it is the only thing not showing me a charge on my voltage meter. Is it a fuse?

That looks like it is a 185C thermal fuse.

I'm not sure what you mean by "not showing me a charge on my voltage meter".

If you're measuring voltage (in circuit with power applied -- not entirely safe BTW) then a reading of 0 indicates that the fuse is probably OK.

If you're using the meter set to ohms and you are measuring it as it is now, then a reading of (near) 0 also indicates it's OK. If you are using an analog meter, then 0 means the needle swings all the way over to the right. If it's a digital meter 0 is 0.00 or similar. 0L (or a digital meter) or the needle not moving at all indicates the device is open and thus has probably failed.

If it has failed, then it has probably done so because it got too hot. That would typically be a fault condition. However it may have failed due to many temperature cycles close to the limit.
