Dunno if anyone has played with it yet but have a really weird question
I have seen tutorials and explanations on how to solder it to the inverter, thats nothing too hard. the issue I have is I can't seem to find out if the other end is cut do i simply cut it or do i have to connect the internal wires to complete a circuit?
I kind of understand the phosphorous lights up as electricity is passed through it so my assumption is that the phosphorous is completing the circuit, but the other part of me is saying I need to close the circuit still.
any help as always is GREATLY appreciated

The wire requires very little current. My understanding is that it's really the electric field which causes the wire to glow.

The wire itself is a conductive core, a phosphor coating, and a very thin wire spiralling around the wire as the other electrode.

I believe you can just cut it. You certainly don't want to connect the outer wire tot he core.

Follow this article, as Steve suggest you don't want to short the wires...

Step #15 shows how to cap off the cut end...

FYI NO recommendation or endorsement for that company, they just have a real nice clean and simple article on hooking the wire up...
