Easth Mat?

My utility requires that I supply a hole a metre deep, and a metre square
for an earth mat; which is basically a grid of copper. I'm simply told that
this is 'for safety reasons'. I'm not going to argue with them, although it
seems like an unnecessary expense. What the hell is it for?

The utility is 220V 3phase, and they are going to provide 3 phases plus
neutral to me.
That's plain and simple to me; I will have a 4-core cable to my building,
but before they will switch me on with a COC (certificate of compliance) I
have to have TWO earths to the utility meter box: one free wire with the 4
core, and the earth mat.

Why the earth mat? None of the electricians in the area seem to have come
across this before.
