I can't tell much from those pictures, except that you need practice soldering and desoldering SMT components!
So I guess the voltage on the back side, on C626 and both sides of L620, is the low 1.6~2.0V voltage, and the voltage on the top side, on the heatsink of N603 and on C621, is the correct 3.3V voltage, right?
There must be a via that's supposed to connect those two points together. I can't align the top and bottom side pictures, but you can. It might be the via right next to the "C" in the "C626" marking on the underside.
In that case you might be able to feed a very fine wire (a single strand from a piece of stranded hookup wire) through the via, if you heat the pad on one side and push the wire firmly. Scrape off some of the solder mask on both sides first, so you can get good contact from your soldering iron to the pad. Then when you get the wire through, solder it to the pad on both sides.
