    No active devices do not produce power.

    Power supplies (or their theoretical models -- voltage and current sources -- do that).

    A diode when exposed to light produced power by the photoelectric effect. But that's it acting like a power supply. I'm sure this is not what you meant.

    It means that the person who wrote that page doesn't know what he's talking about and/or cannot express himself clearly.

    It depends on what you mean by produce.
    Thermodymics says 'energy can neither be created or destroyed'

    The best an active device such as a transistor can do is to control the amount of energy taken from its input to its output, often with a lot of energy lost as heat.
