Do roof solar panels act as shingles?

Just wondering if solar panels or whatever solar has to go over already
good roofing to keep rain & weather out OR do the panels, plates,
whatever, act as roofing any?

Say, if i were to try building a house in less than a year; around next
Summer or the end of next Summer (before the 2010-11 winter), or even
just re-roofing a existing house, what would be best or what advise
would you give?

Of course everyone would want cheap combined with quality. Probably have
to go more with the less expensive that still actually works though.

I've always thought that having the
panels on a raised frame was the best
idea. It allows air circulation to cool
the panels which should lead to higher
eficiency and/or longer life and also
shades the roof which should lower
interior temperatures.
