does anybody know the best way go about getting a fairly simple circuit
designed ?

Define "best".

Cheapest is to have the electronics design knowledge and do it yourself.
Slowest is to learn electronics design, then do it yourself.
Fastest is to have a professional do it.
Most expensive is to have an incompetent do it, then have a professional fix
it.

Yes. Send me a specification and a cheque :)

If it's for a commercial item then pay someone who knows
what they're doing, if it's a "wonderful new idea" you have
had maybe they would be prepared to do a profit share
with you - be warned all of us in the business for a few
years have been presented with many "wonderful new
ideas" and we tend to be a bit cynical.

If it's not commercial try posting a specific request here
or maybe try your local TAFE or high school electronics
tutor, perhaps his class could do it as a project?

Or you could just e-mail me and I'll give you a price,
mind the spam trap.

be warned all of us in the business for a few
years have been presented with many "wonderful new
ideas" and we tend to be a bit cynical.

I had a call a few years ago from someone who had
a new idea he wanted me to design for him. He wouldn't
tell me what it was on the phone so I called in to see him
on the way home from work.

His brilliant idea was wireless headphones to connect to
a TV.

I told him to go to the local Dick Smith store.
