Is there software that works like cut and paste in a word processor. an
example would be finding a bunch of simple circuits and drag and drop them
into a more complex circuit ?

While I'm at it, is there software that would simulate the drag and dropped
circuits to see how they perform or even work ?

I know of this one, which runs under Linux with KDE:

You may find what you are looking for from links on this page:

Mostly I use SPICE one of it's variants to model circuits. You just need to
build a "library" of circuits for yourself if you want to hook them
together and run them. See:
http://www.eecg.toronto.edu/~johns/spice/
for more information about SPICE and what it can do. But it is not a
graphical cut and paste environment at all.
