I'm a bit lost here because U1's output isn't connected to anything and your waveform looks like what was typically seen when injecting "Beat Frequency Markers" when viewing swept amplifiers and filters on a scope.

I know I'm missing something.

Try increasing R2 to 100k and connecting a 1nF cap in parallel with it (to suppress high frequency oscillation).

how to get positive starting cos wave?
one more question if we want to cut some starting point of wave how should we cut?

U2 is inverting. Use another inverter after U2 to get a cosine with a positive start.

What do you mean by "cut some starting point"? You can tell LTSPICE to start recording after a certain amount of time (time to start saving data):

ok, i am in actual circuit working to like delay in micro controller.
