have you looked at the datasheet to see if that is stated ?

just google the IC name and download the datasheet. do the same for the CD4008 and then you can comare them both

I have downloaded the datasheet and there are several delays but I don't know which to choose as the propopgational delay for the Ic

The propagation delays I see listed in the pdf datasheet I downloaded suggested a delay of between 16 and 20nS depending on the function. From that, I would conclude that 20nS is reasonable. Of course this is only true if your power supply and load capacitance are the same.
