    Picked up one of these surplus. Got it at a good price, but got it home and... nothing. Pulled the cover. Fuses and rectifiers test good. Switch and cord good. Of course, I connected green and black before starting. Where to go from there? On a related topic, is it possible to check ceramic caps with a multimeter as that's all I have?

    Yes, if the multimeter has a capacitance metering function.
    No otherwise.

    You can check for a failed ‘short’ with any multimeter either Ohms range or continuity. And obviously if failed ‘open’.
    That PSU doesn’t have a good reputation within the ‘over clockers’ community. But they abuse and fry things regularly. So that means nothing :)
