I am using this chip: http://images.ihscontent.net/vipimages/VipMasterIC/IC/TXII/TXIIS10781/TXIIS10781-1.pdf which is just a Data Flip flop. It preforms as expected except when having the clock as a logical 1 and D as a logical 1. The result should be Q with a logical 1 yet it is a logical 0 and Qbar has a logical 1. I am supplying it 8v and the chip isn't hooked up to anything else currently. Every other option gives its expected result yet not that so I must be missing something?
