CTC17x chassis is common to have cracked solder joints everywhere in
grounds (micro ground shield and tuner grounds (open the bottom pan
after desoldering three solder cups in that bottom tuner tin.

This ground problems corrupts the eeprom, you need to reinit the
eeprom and get into service mode and record all the settings. Needs
specialized tools to set up that TV correctly.

Key question is the tube still GOOD? If not, toss cabient & tube and
save chassis for parts.

You're sure you have the 24v source off the flyback? common problem for diode
to open or short.

better go back and check the voltages again, ya might have missed one,
an O-Scope would show ya more info
