What would the easiest way of creating a counter started by a switch
ouptutting to a series of Seven Segment LED displays? The
specification is that it counts minutes and hours, four digits in
total, would in my opionion, be adequete because it is going to be
used to time telephone conversation durations. My second requirement
is that it holds the display when the call is ended. I also would
like to include (if possible) an option activated via a switch to
flash the display at a set time, this doesn't need to be variable!

Due to regulations I know I can't leaglly connect this circuit to the
phone system so to simulate the off-hook state a switch would have to
be used instead.

Use a microcontroller.

Or just buy a kit, kitsrus probably has something like this.

The easiest is a stopwatch. Maybe even one with an alarm. And I've even seen
them with external triggering, but not sure where you'd buy one, but would
guess a sports shop.
