    what does this DC level in AC signal mean and what effect does the change in its value produce?

    Please add some detail to your question so we are able to understand better. For example a figure showing the signal you're talking about and where or how it is used.

    The "meaning" of any kind of signal (DC, AC, ...) depends strongly on the application. A DC voltage overlaid on an AC voltage my be a sign of a disturbance. It may, however, also be used to transport power (DC) and a communication signal (AC) simultaneously over one and the same wire.
    Tere are so many possibilities...
