I want to create the following application:
    1. have a digital camera installed at my home, and I want to see
going on, using my computer at the office (via the internet).

    2. I want to record on video tape that will be connected to the
    computer in my office.

How can I do it? Do I need special software? Can I buy this equipment?

Static IP or IP tracking resource like Always on internet

Does your application support operation as a video server?

If not do you have PC Anywhere?

Are you operating through a router or directly to your internet connection?

Right now I dont have anything. So I am starting from scratch.
Also, I don't have much knowledge on this area, although I have good
    background in electronics.

    The requirements are:
    1. A camera or set of cameras in my home
    2. The ability to watch the video from my office
    3. The ability to record the video in my office.

Look at Panasonic's network cameras (consumer version) they are great little

With an always on internet connection you can use a cheap Lorex or even
cheaper Hong Kong digi board in your PC and use whatever regular cameras you
want. Net cost for hardware is could be cheaper than a single network

You won't be happy if you don't have a high speed internet connection at
    both ends.
