is this possible to drive a H-bridge circuit with four GPIO pins of a micro controller? if yes? can we operate Mosfet by a single GPIO?

In principle: Yes
In detail: depends on the operating voltage of the H-bridge and the transistors used (n-channel, p-channel, mixed? Which treshold voltages?)

if the H-bridge run in 48v and the mosfet driving PWM voltage is 15v and can we use this GPIO pins

Definitely not directly. You'll need a level shifter to adapt the GPIO's level (5V or even 3.3 V only) to the 48 V.
