Can a step-down transformer be used as a step-up transformer?

I was reading that as 40 Hz to 80 kHz. What happens if you use a frequency <40 kHz??

The inductance is not enough to limit the current and it burns up.

I may be able to use an external waveform generator to create a 40-80 kHz signal for the power supply to follow, but would prefer to test at 50/60 Hz.

Any particular reason why it is so difficult to find a step-up transformer that will handle a <300V 50/60 Hz input and generate a low-power 1000-2000V output?

Probably because there is little call for such devices.

I'm sure you could pay someone to build one for you. But as they say, "If you have to ask the price..."
