I have a BSR McDonald 250S record changer I am trying to repair. Motor
runs but turntable doesn't spin. Does anyone know procedure to remove
turntable platter to see if there is a broken belt, etc.?

Usually, if there is anything at all holding the platter on, it is a
C-clip or similar something under a cosmetic disk covering the central
area of the platter.

Most likely, if it hasn't been used in a few years, the belt has died
(assuming it's belt driven).

I had one that was direct-drive (every BSR changer I've seen has been
direct drive)
It sat in 'run' mode, unplugged, for a couple of years, and the next
time it was used, the drive tire had flat spots!
Thumpity-thumpity-thumpity...
Anyway, the table has a C-clip under a little glued-on disk like Sam
mentioned, and when it's removed, the table is lifted, exposing the
drivetrain. Good luck with your restoration project!

If it's like one I ran across about a month ago... It had sat there
unused for several years, and the grease on the spindle had hardened and
basically glued the platter to the spindle. I had to work at it for
awhile to get the platter off.
