I have a 3amp transistor that I am having trouble biasing because my
test equipment won't deliver 1.5A. Does anybody know a good voltage
for this 40W device. I think it's about half the rated power or should
I try to set the beta for the typical value.

bipolar transistors are manic depressive and prone to very irrational behavior.
