I want to collect static charge over a metal surface using a battery any idea how may I be able to do it?

I have looked into electrostatic generators especially van de graff but I want to generate this charge via a battery and the ability to be able to control the amount of charge getting collected.

What do you mean by "collect"?

The rest of your description sound more like "produce" than "collect".

What are you actually trying to do?

Yeah produce, I want to make an electrostatic dog hair remover, dog hair being charged stick to my t-shirts so want to make a device that'll attract all of it.

I'd have a look at negative ion generators and see if there are any battery operated devices or schematics on the internet.
