Have a woodward Schumacher model ws1010 input 117 vac 2.0 amp output 6-12 vdc at 10 amp battery charger.

Question is when i connect a 12 volts bulb to the battery charger the bulb will not light up ,but when connect the bulb to a 12 volts 500ma walmart power supply the bulb lights up or when try hookup a 12 volts power inverter rate at 400watts to the battery charger the power inverter will not working.

Can someone explain why a battery charger with 10amp output Cannot power a light bulb or power a power inverter but can charger a 12volt car battery.

A battery charger is not simply a voltage source. Most likely, it is looking for a battery to be connected.

Some of the older battery charges you can use as a 12V source. My dad has one that's about 30 years old and it'll provide 12v to a light or anything you'd like. However, his newer one acts just like the one you're describing.
