Banwidth in any electrical system is taken between the half power
frequencies....Why is the value "half" selected for this purpose ?Why
    can't it be a three quarter?....or quarter.?

You're right; it could have been anything.
Somebody selected -3dB as a standard and we've stuck with it.

    hi
actually i was told by my teacher that the 3dB limit is tolerable.
i.e., we can tolerate the distortion of the signal upto 3dB limit, and
this limit turns out to be half and so it is selected.

...we can tolerate the distortion of the signal upto 3dB limit, and
Distortion has nothing to do with it.
It is possible to have essentially zero distortion at any signal level.

Half power, -3dB, is just detectable by human ear due to log response,
hence Bels. most people report half loudness at -10 dB
