I do not see why it is either or.

Run the transmitter from another power supply and put a dummy load on the troublesome one. Get it immune to RF.

Put a crowbar inside it with very little slugging capacitance so that it is quick. A fat SCR which will blow the fuse before expiring will be needed.

Use screened cable between the power supply and the radio.

Would you stick a few caps here and there then risk your hf radio to see if the over voltage problem is cured ?

ya gotta think outside the box mate ;) there's more than one way to skin a cat

OK ...... put an appropriate dummy power load on the faulty PSU .... say a 12 or 24V 50 - 100 W light globe, have you meter in place across the fauly PSU o/p, turn on the PSU ... observe the results

do anything that doesnt require the radio to be the load on the PSU
